They could spread the cash out to those of us who love hands-on outdoor work - and we'd do a much better job of things, for a third of the cost and with greater insight and a much greater depth of knowledge. It won't happen though. Those sorta institutions and people need all that cash to pay for the butt-plugs they need to maintain their anal smiles and repress any insight. More consensus trance people again...
